In the disturbing video footage, a masked man can be seen approaching the unsuspecting victim from behind, throwing a looped belt around her neck, and then dragging her to the ground. The victim appears to lose consciousness within seconds as her hands fall limply to her sides. The assailant then drags her between two parked cars, where the assault took place, before fleeing on foot towards Melrose Avenue.
The victim was quickly transported to NYC Health + Hospitals/Lincoln and is currently in stable condition, receiving medical care and support. Meanwhile, Parks, 39, has been charged with a litany of serious offenses, including rape, assault, strangulation, sex abuse, public lewdness, and harassment. He is now in custody with Bronx Special Victims, awaiting further legal proceedings.
